THE NIGERIAN INSTITUTE OF PROFESSIONAL SECRETARIES 

 

INTRODUCTION:
The idea of establishing as professional body of The Nigerian Institute of Professional Secretaries in Nigeria was first proposed in 1998 by Graduates in Secretarial
 Administration from various Organizations in Nigeria. This proposal materialized when on the 1st of January 2003, The Nigerian Institute of Professional Secretaries (NIPS) Established by Act 1990, was inaugurated in Lagos.

Aims and Objectives for which the Institute is established are:

(1)  To promote the science and encouragement of Secretarial Administration and business education in Nigeria       and also to increase the knowledge relating to Secretarial and Business Education and to promotes       dissemination.

(2)  To promote the establishment and maintenance of standards of competence and conduct of those engaged       and interested to engage in Secretarial Profession and to foster and maintain a high standard of Professionalism       in the field of Secretarial Administration.

(3) To organize, hold lectures, seminars, workshops, conferences, Luncheons, dinners and in-service training to       improve the professional standards of our members and conduct examinations in Secretarial studies and award      Diploma Certificates.

To print and distribute Newsletters, Bulletins, Magazines to members, to  receive Articles from members for publications in our bulletins, journals, newsletters, etc. Such articles may be centered on promotions, marriage,
 and deaths, religious  matters, academic and professional materials, words of encouragements to Student Members, etc.

(4) To serve as employment bureau for all members and liaise with employers of labour in respect of job opportunities for all members in general and to provide professional consultative advice for members and the public at large, establish a Library and Research Centre for the use of its members and the general public, and

(5) To do any other things that are necessary to accomplished the above objectives.

These objectives are achieved through strict standard of qualification for Membership, the promotion of strict code of professional conduct which every Members must respect, debates, conferences, workshop, study  groups, dinners, Luncheons, etc., addressed by distinguished academic  and professionals.

In business in which professionalism is of growing importance, perhaps  the main benefit of becoming an NIPS member is that, it gives recognition  to a high personal performance, obtaining information from other countries through the Institute’s journals.  The designatory letters indicate that the holders have acquired the basic professional standards lay down  by the Institute.  NIPS is increasingly being recognized by employers of
 labour, and the general public as the true mark of professionalism in  Secretarial Management.

There are other benefits to be gained by Members, these include:

1. A direct involvement with a growing body of Senior Professionals, exchanging ideas and setting new standards.

2. A Unique opportunity for self-development.  NIPS members have frequent opportunities to up-date and expand their knowledge and skills. Self-development in NIPS is an-on-going processes.

3. As an access to information and service: NIPS Headquarters and full-time  personnel serve as clearing house of information on consulting strategies and techniques, journals, newsletters and special reports keep members informed
about emerging issues in the profession.

4. Client Information: NIPS maintains extensive information regarding business development and skills. NIPS
Members are usually cited for client selection because of their credentials.

5. Publication: Several publications are issued by the Institute from time to time, presenting view points, information, the state of the arts, new development of interest and others whose expertise have a bearing on the practice of Secretarial  Administration and the operation of Secretarial Technology.

CONSTITUTION:
The Constitution and Bye-Laws establishing NIPS empowers it to promote and regulate the standards and practice of Secretarial Administration among its members throughout Nigeria. Its members are made up of individual and professional bodies in Secretarial Training, Administration and practice. A copy of the Constitution will be given to members on admission.

NIPS SECRETARIAL TRAINING CENTRES:
 In-service training, Seminars/Workshops, etc, in Secretarial Administration/ Management are held at intervals at our Training Centre and other Accredited Centre nationwide.  Full details of such courses are circulated to members and organizations well in advance.  Kindly contact the Institute for your special requirements.

THE INSTITUTE’S CODE OF PRACTICE AND MEMBERSHIP RULES:
The acceptance of the Institute’s Code of Practice and Rules is mandatory on all members of the Institute and such acceptance of both the Code of  Practice and Rules is expressly warranted by the signing of the Institute’s
 “Application for Membership Form”.  It is the duty of all members of the Institute to assist in the implementation and the enforcement of the Code  of Practice and Rules.

MEMBERSHIP OF THE INSTITUTE:
Membership is by application.  Acceptable members would normally possess  a University Degree, HND//SCII/ND, and Diploma/Certificate in Secretarial Administration, Computer Studies, and other Office Technology Programmes
from the Universities, Polytechnics and other professional Institutions.

PROSPECTIVE MEMBERS will be required to take part in Membership Qualifying Examinations.

HONORARY FELLOWS (CIPS)
 Honorary Fellowship is conferred exceptionally by the Institute on individuals in   recognition of their achievements in their fields of specialization.  The  award is open to Heads of State, Governors, Ministers, Commissioners,
Members of the National Assembly, Permanent Secretaries Directors, Professors, Head of Departments, Chairmen/Chief Executives of Companies , Senior Managers in private and public Organizations, Members of the
Armed Forces and the Police, etc.

THE GRADE FOR MEMBERS ARE-
FELLOWS: (FIPS)
This grade is for highly experienced and holders of B.Sc./HND or its equivalent in Secretarial Administration who have worked for a period of not less than fifteen (15) years and have been an active member on “MEMBERSHIP GRADE” of the Institute for a period not less than ten (10)  years to qualify for consideration.

 Senior Secretarial Lecturers in the Universities, Polytechnics, Colleges of  Education or   Vocational/Technical Colleges, etc, may also be considered  for this grade after five (5) active years on “Membership Grade” of the
 Institute to qualify for consideration.

FULL  MEMBER (GMIPS)
A seasoned Secretarial Professional with a recognized University Degree, HND, SCII, Business Education (with Secretarial Option) or any other equivalent processional qualification in Secretarial Administration and Office Technology, acceptable to the Council of the Institute but will be required to attend Eight (8) weekends Office proficiency Course and sit for Membership Qualifying Examinations.
Exemption may given for those who have worked for a  period not less than five years.

ASSOCIATES (AIPS):
The Associate Membership grade of the Institute is granted to any person
who qualified as a   Secretary He/She would normally have ND/Diploma/SC IV/III
Certificate, and attend eight (8) week-ends proficiency course and sit for Membership qualifying Examinations in Secretarial Administration.

Graduates in other disciplines but with Secretarial background may also be considered for admission but will also  be required to attend eight weekends Office Orientation course and sit for the Membership Qualifying Examinations.

STUDENT MEMBERSHIP:
This is the lowest grade of membership of the Institute to be admitted to student membership grade, the applicant must be attending a full/part time courses in Secretarial Studies in Commercial/Vocational/Technical Colleges, Colleges of   Education, Polytechnics or at the Universities.

CODE OF ETHICS
APPENDIX ONE – PREAMBLE
Although the primary objective of any Professional Organization is to further the economic interest of their members, they are basically an integral part of the Society and cannot realistically be considered outside it.  They have become an important part of the economic fabric of Nigeria - recognized, respected, and consulted by the Government and Employers.

WHEREAS managements rely on the profession of NIPS to assist in the fulfillment of their management stewardship; and Recognizing that ethics are an important consideration in the practice of Education and that the moral principles followed by members. The Society should be formalized, the following resolution shall and hereby  adopted:-

WHEREAS the members of the Nigerian Institute of Professional Secretaries represent the profession of Secretarial Practitioners

WHEREAS said members must maintain high standards of conduct, honour, and character in order to carry on proper and meaningful educational training, etc;

THE NIGERIAN INSTITUTE OF PROFESSIONAL SECRETARIES

REGULATIONS, EXAMINATIONS AND SYLLABUSES

EXAMINATIONS REGULATION:

Examinations in certificate and diploma in shorthand, general education and commercial subjects (the syllabuses which are given in this book), take place in establishments registered as examination centers, under  the invigilating panels approved by the Nigerian institute of professional secretaries (NIPS), in April and November each year.

a. First-class and pass results are awarded at certificate diploma and higher diploma levels. Weakness report for candidates appears on the reverse side of the candidates’ results slip.

b.The minimum percentage of marks required in all subjects other than shorthand and typewriting is 75% for a first class and 60% for a pass certificate, except when differently assessed as shown in the syllabus.

c. Worked examination papers are sent from centers to the institute’s head office, for marking by the institute’s examiners. The results of examinations will be sent to our representatives in the states, as promptly as possible, from where they are dispatched to candidates.

d. Certificate for successful candidates will be dispatched to the candidate within some considerable time after the results were sent.

e.The candidate’s name on the examinations entry form (results slip), from which the diploma/certificate are prepared must be printed in BLOCK CAPITAL LETTERS. If this not done, and in consequence the candidate’s name is not correctly deciphered, a new certificate will be issued only on payment of a fee N300.

f. In the event of a loss, a certificate may be replaced on production of the result slip, at a fee of N500. if the result slip is not provided and a record search has to be made, an additional “search” fee N150 will be charged.

g. Neither the examiners nor the Institute will enter into any correspondence regarding the results of examinations.

h. Any attempt at dishonest practice will nullify the examinations, and the fee will be forfeited. The Institute reserves the right to cancel any candidate’s entry, and to decline to grant a certificate/Diploma, without assigning a reason.

i. Examinations are worked under the supervision of approved invigilator in each room.

j. The use of books, notes or mathematical table are not permitted in any Examination. Dictionaries may be used in the following Examinations. Shorthand speed, shorthand-Typewriting, Advanced Typewriting, Advanced secretarial practice and English for the secretary. Non-programmable calculators may be used in advanced book-keeping. Training Manuals and textbooks must not be used.

k. All examinations entry form must be completed before the examination beings and the candidates name MUST be printed in BLOCK CAPITAL letters on BOTH halves of the entry form. At the appointed time the invigilators will collect the worked papers, checking that all details on each sheet of worked paper. All questions papers will also be collected.

l. Fees are not returnable.

m. Where an examination cannot be held at a center for some unavoidable reason, credit will be given. Where less than 3 candidates are present for any examination, the examination will be called and credit given.

n. Every care is taken that the examination paper are correctly issued and received, but the Institute will not hold itself responsible for any loss or damage that may unfortunately occur.

o. Credit will be given once to candidates, who for good reason are not able to write examinations registered for, and notify the Institute in writing within one month of the completion of that examination.

p. TO QUALIFY FOR THE EXAMINATIONS: Applications to sit are accepted only from those who have paid their current annual subscriptions. Under the syllabus, candidates are required to take each of three parts of the qualifying examinations separately.

q. CERTIFICATE /DIPLOMA: Candidates who have passed all three parts of the examinations receive a Diploma. A pass Certificate part one does not imply, and must not be used to imply that the holders are on a “Membership” grade of the Institute.

EXAMINATION SYLLABUSES
Introduction:

 All written work must be in ink (with the exception of shorthand notes in the shorthand speed) English for the Secretary (systematic Note taking). Work in pencil will disqualify the candidate.

The examination syllabuses are not intended to be exhausted. They give only the main section on which questions may be set. Questions will not necessarily be set on each section. Examiners may not give a choice of questions. Further details on weighing of questions in new and revised examination papers are available on application to the Institute. Attention should be paid to spelling, punctuation and neatness of presentation in all subjects.

The Examination syllabuses and Examination papers will, where appropriate, use decimal currency, metric unit and the 24 hours clock system. The time allowed for each paper is stated in the appropriate Question paper...

FOUNDATION: FOR SSCE, NECO, GCE, HOLDERS
The Institute’s Basic secretarial Group certificate is an award recognizing a basic secretarial competence sufficient for routine office employment. To qualify for this award, candidates must satisfy the examiners in the following subjects at least, to the standards shown below and all the examinations must have been passed within one 12-month period:

  1. FS1                              -           Shorthand (80 w.p.m.)
  2. FS2                              –            Typewriting Speed (35 w.p.m.)
  3. FS3                              -              English language
  4. FS4                              –             Office practice
  5. FS7                              –            Business Methods

PROFESSIONAL PART I –
FOR THOSE WHO HAVE COMPLETED FOUNDATION COURSE

The Institute’s Secretarial Group Diploma is an award recognizing all-round secretarial ability at a somewhat lower and more restricted level than the Higher Secretarial Group Diploma Certificate. To qualify for this award, candidates must satisfy the examiners in the following subjects at least, to the standard shown below, and all examinations must have been passed within one 12- Month period:

  1. PS1      –         Shorthand Speed (100 w.p.m.)
  2. PS2      –         Typewriting Speed (50 w.p.m.)
  3. PS3      –          Secretarial Duties
  4. PS4      –          English Language
  5. PS5      –          Laws and Practice of Meetings 1
  6. PS7      –         Office Management 1

PROFESSIONAL PART II –
FOR THOSE WHO HAVE COMPLETED PROFESSIONAL PART I COURSE

The Institute’s Higher Secretarial Group Diploma is an award recognizing all-round secretarial efficiency and supervisory potential. To qualify for the award, candidates must satisfy the examiners in the following subject at least, to the standards shown below, and all the examinations must have been passed within one 12 – Month:

  1. HSD1 –          Shorthand Speed (120 w.p.m.)
  2. HSD2 –          Advanced Typewriting (60 w.p.m.)
  3. HSD3  –         Office Management II
  4. HSD4  –         English & Business Communications
  5. HSD5  –         Law and Practice of Meetings II
  6. HSD6 –           Secretarial Administration
HSD7 –   Personnel Management

PROFESSIONAL PART III (POSTGRADUATE DIPLOMA)  IN OFFICE MANAGEMENT (FOR HND/B.SC. HOLDERS)
    1. CS 1             -           Corporate Strategy
    2. CS 2             -           Personnel Management
    3. CS 3             -           Industrial/Public Relations
    4. CS 4             -            Principles of Management
    5. CS 5             -            Advanced Office Management

EXEMPTIONS FROM QUALIFYING EXAMINATIONS:
Exemptions from some subjects of the examinations may be granted to members of certain other recognized examination/professional bodies, to holders of certain University degrees. To those who have passed 100/120 and or 50/60 w.p.m. in shorthand and Typewriting respectively. Degree/ HND holders in secretarial Administration will be granted exemption from the professional qualifying examinations Part II. But will be required to pay exemptions fee.

INTERNAL EXAMINATION CENTRES:
REGISTRATION:
Secretarial Institutions to be registered for the conduct of the Institute’s Internal Centers must be recognized by the Federal Government or the state’s Ministry of Education. Individual Educational Representatives with a well registered/Incorporated Business names, will be considered.

INSPECTORS:
The Institute’s Inspectors will inspect the centers premises to ensure that the examination halls are up to the recommended standard set up by the Executive Council.

EXAMINATIONS:
The Centers will have two series of examinations a year – April and November Internal Centers must register students of the school who are registered members of The Nigerian Institute of Professional Secretaries for the examinations. Invigilator of examinations will be by the Teaching Staff, co–ordinate by Officials from the NIPS Office. Teachers will, however, not be allowed to invigilate subject in their own areas of specialization.

NIPS SECRETARIAL TRAINING CENTRES:
Full time and part-time courses in secretarial Administration, in –service training, seminars/workshops, etc, are held at intervals our training Centers and other accredited Centers nationwide. Full details of such courses are circulated to members and organizations well in advance. Kindly contact the Institute for your special requirements.

NIPS EXAMINATIONS:
The Institute holds qualifying examinations for its Diploma in Secretarial Administration at all levels in April and November each year. Examinations may be held for group of members any where in the country under the approved invigilator of the official of the Headquarters and Branches of the Institute. Student members who have passed the Institute Diploma part Three Finals are automatically elevated to membership Grade and are entitled to us the designatory letters of MIPS after their names.

GENERAL:
Only registered student members may sit for the examinations. Applications to sit are accepted only from those who paid their current annual subscriptions. Under the Revised syllabus candidates are required to take each of three parts of the qualifying examinations separately. In order to pass a part of the examinations, a candidate must satisfy the examiners in all the subjects of the part at the same time. Failure to satisfy the examiners in any subject necessitates sitting the failed papers before moving to the next part.

RESULTS:
A candidate is normally notifies of his/her result about four weeks after the last day of the examination. The notification states whether he/she passed, failed or have been refereed. A coding is giving showing the grade awarded in the subjects taken.

CODING:

  1. “A” 75% and above
  2. “B” 65% to 74%
  3. “C” 55% to 64%
  4. “D” 50% to 54%
  5. “E/R” 53% to 49%(referred)
  6. “F” 48% 60 0% (Fail)

CERTIFICATION/DIPLOMA:
Candidate who has passed all the three parts of the examination received a Diploma. A pass Certificate and diploma part one does not imply, and must not be used to imply, that the holder is on a “Membership Grade” of the Institute.
